The Disability Discrimination Act does not depend on a quota system, all employers and service providers have duties not to discriminate on grounds of disability. The legislation covers all services whether the service is delivered free or if there is a charge. You have duties not to discriminate against disabled job seekers, current employees or students attending work experience.
Service providers must look at the way services are delivered and if there may be ways to deliver the service by alternative means. For example, the format of information you offer and aids to communication such as hearing induction loops.
If you are a public sector employer then there are specific and general duties to be observed under the Disability Equality Duty. Public sector employers, such as local councils, universities or the NHS have duties to be proactive in promoting equality of opportunity in employment.
The greater number of disabled people are employed the greater knowledge on how to make your service, facilities accessible to everyone.
